Safety & compliance / planning page
Safety and compliance, prepared before operations.
A concise view of the planning principles, future qualification framework, readiness boundaries, and administrative distinctions being considered for future New York transportation services.
01 / Operating status
Operating status
Operations in development. This page describes planning principles and current administrative boundaries; it does not represent active service, operating authority, vendor approval, contract award, or current transportation availability.
02 / Foundation
Safety & compliance planning
Safety and compliance planning is intended to begin before any future assignment: understand the passenger context, plan for passenger safety and accessibility awareness, communicate clearly, document decisions, and establish escalation planning.
Future readiness reviews would consider the applicable regulatory landscape, role-specific requirements, records, equipment, and operating boundaries before a service decision. This page does not describe an active safety or compliance program.
03 / Driver qualification framework
Driver qualification framework
A future driver qualification framework would account for applicable requirements, including New York Article 19-A, the appropriate CDL class, Passenger (P) endorsement, School Bus (S) endorsement where applicable, medical qualification, driver abstract review, fingerprint and background requirements where applicable, required testing, drug and alcohol requirements, and school-bus-specific qualification processes.
Each applicable item would be verified before assignment and remains subject to applicable role and regulatory requirements. This is a future framework, not a current driver roster, completed employee file, qualification approval, or route assignment.
04 / Passenger Monitor / Attendant
Passenger Monitor / Attendant planning
A future Passenger Monitor / Attendant framework may include passenger and student support, special-needs transportation training, CPR / First Aid status where applicable, emergency evacuation, de-escalation and crisis-response training, child-safety equipment familiarity and training, and applicable NYCPS-related processes.
“Matron / Onboard Attendant” may appear as legacy continuity terminology; Passenger Monitor / Attendant is the planning term used here. Any future role, training, clearance, and assignment would remain subject to applicable requirements and formal readiness review.
05 / Vehicle readiness
Vehicle readiness
Future vehicle-readiness planning may address applicable inspection requirements, preventive-maintenance planning, pre-trip and post-trip inspection expectations, defect reporting, out-of-service decision processes, accessibility-equipment inspection where applicable, safety-equipment readiness, and recordkeeping.
Home Front Transit is developing vehicle-readiness controls for future operations. This page does not represent current fleet availability or completed operational readiness.
06 / Accessibility & student support
Accessibility & student support
Planned accessibility-capable transportation would be approached through vehicle-readiness planning, securement-equipment readiness, passenger dignity, individualized transportation requirements where lawfully provided, appropriately trained personnel where applicable, emergency evacuation planning, and privacy and data minimization.
Public inquiries should not include IEPs, diagnoses, medical records, disability records, student records, Social Security numbers, government IDs, driver-license or CDL copies, or other sensitive documentation.
07 / Incident & emergency preparedness
Incident & emergency preparedness
DRAFT — FORMAL REVIEW CANDIDATE 0.9 — NOT OPERATIONAL
HFT is developing incident-response, escalation, documentation, and emergency-preparedness controls for future operations. Any procedures remain subject to functional review, appointments and delegations, training, testing and tabletop exercises, technical validation, and owner activation.
This page keeps security-sensitive procedures out of public copy and does not represent active incident command, an investigation team, an emergency department, a safety department, or an after-hours operations center.
08 / Privacy & information handling
Privacy & information handling
Ordinary website forms and email are planning and inquiry tools. Do not send student records, medical records, IEPs, Social Security numbers, government IDs, driver-license or CDL copies, MVRs, fingerprint or background records, drug and alcohol records, Clearinghouse reports, or confidential personnel documents.
For the site’s general information-handling and accessibility context, see Privacy Policy, Accessibility Statement, and Website Terms.
09 / Regulatory & procurement status
Regulatory / procurement status
Home Front Transit’s administrative position includes active USDOT registration, NYSDOT passenger authority pending where applicable, established PASSPort and PIP accounts, and FMCSA Drug & Alcohol Clearinghouse setup established. These items are not interchangeable: USDOT registration is not passenger operating authority; pending is not approval; PASSPort is not approved-vendor status or a contract award; PIP is not a contract award; and Clearinghouse setup is not FMCSA approval.
Home Front Transit is an assumed name of Disgruntled Outpost LLC, which is SBA-certified as a Service-Disabled Veteran-Owned Small Business (SDVOSB) and Veteran-Owned Small Business (VOSB). The certification is effective September 8, 2026. SBA certification is not transportation operating authority, NYCPS / OPT approval, NYSDOT passenger authority, PASSPort approval, a contract award, or service availability. NYS SDVOB certification remains separate and in progress.
School-transportation authority depends on the applicable service, geography, vehicle, customer, and regulatory context. This page does not state that every school transportation arrangement requires identical authority, that every arrangement is exempt, that USDOT registration authorizes school routes, or that a pending filing permits charter operations. See Business & Procurement for the broader administrative context.
10 / Contact & planning inquiry
Contact / planning inquiry
For general questions, contact Home Front Transit at support@homefronttransit.com or 929-401-0554.
Organizations considering future transportation needs may use Business Inquiry. An inquiry does not create a booking, reservation, quote, bid, contract, route, approval, or availability confirmation.
Mission First. Safety Always.
